Insurance Commissioner Mark Fowler has named Travis Taylor as Alabama’s first statewide Chief Resilience Officer.

Taylor will be responsible for developing, implementing, and maintaining a statewide resilience plan, coordinating the activities of the Alabama Resilience Council, and conducting a comprehensive inventory of Alabama’s resilience assets, among other duties set out in Act No. 2026-607.

Taylor currently serves as the director of the Alabama Department of Insurance’s Office of Risk and Resilience, a position he will maintain at the Insurance Department.

“As a coastal state, Alabama knows first-hand that resilience doesn’t happen by accident. Through the Alabama Resilience Council and now with the appointment of Alabama’s the first statewide Chief Statewide Resilience Office, we continue our proactive approach of preparing before the storm so that we can lessen the damage to our communities once the storm arrives,” Fowler said.

“Travis’ background as the director of the Office of Risk and Resilience makes him uniquely qualified to help Alabama become the most resilient state in the nation,” Fowler continued.  “Travis Taylor is the right man for the job.”

Governor Kay Ivey created the Alabama Resilience Council in May of 2023 via Executive Order 736. At the Governor’s request, the Alabama Legislature in the 2026 Regular Session passed a measure to codify the Council, which was signed by Governor Ivey as Act No. 2026-607.

The purpose of the Alabama Resilience Council is to help state government take a holistic approach to resilience. Working across state government agencies and with local and federal government partners, as well as partners from businesses and non-profits, the Council will help Alabama better prepare for harmful societal impacts, be they weather events or cyber-attacks, so that the people of Alabama can prepare in advance, allowing them to build stronger, recover quicker and live safer.
